Scandisk in Safe Mode

Although I perform scandisk in safe mode after disabling screensaver and the Norton Antivrus 2002, the program stops midway and informs that soem programs are still running and scandisk cannot perform unless these programs are shut down. No programsare running when I press CTRL-ALT-DEL to check. Please advise
