scanner wont be recognised

I an trying to install a Benq flatbed usb scanner.
Software has installed but windows wont recognise the scanner, it states unrecognised hardware.
My printer has installed and works with no problems so i know my usb ports are enabled, have double checked in the bios just to be sure.
any ideas why the scanner wont recognise.
