scanning registry back

a friend of mine called because he had a problem with his pc and u tried to troubleshoot his machine by phone telling him what to do so after many frustratin tries
i told him to type in (DOS)THE SCANREG\RESTORE COMMAND but what happened was that his computer just got back to old dates not recently dates as usual,this was in windows 98 why this happened?
