Screen settings in Win98

System is Win98, 2nd ed., with Samsung SyncMaster 570S flat panel screen. Display looks better with black background and that’s how I’ve set it. Every time Windows is restarted, the screen display changes back to the Windows standard default. I change it back and click the Apply and then OK buttons. Reboot and it’s back to default. What’s wrong?
