Script file

I am trying to develop a script file that when sent to all users on the network via email, will schedule another script file to run, once a month, as a task on each computer. I have the second script file written, but cannot figure out how to writethe one to automate scheduling. Please help!! Network users are running Win 98, 2000, XP.
