Securing Windows ’98

My son is having trouble with his college roommate downloading unwanted material to his computer. Is there any way to keep someone from starting Windows ’98? I orginally thought about placing a password with the Security feature of the BIOS but does that keep the system from starting or does this keep unwanted individuals out of the BIOS?
