Security Group Policy Event Error 1000

Has anyone seen the below error message being logged every few minutes in the application log on a W2K domain controller?

Event ID 1000
The Group Policy client-side extension Security was passed flags (17) and returned a failure status code of (13).

I have tried running the ‘secedit /refreshpolicy’ command to refresh the group policy object but the same error is logged agin.
