Security policy cannot be propagated.

I’ve 2 PDC, my 35 stations are registered on Domain A and users accounts and profiles are on Domain B

my Group securities are not propagating the Error is:

“Security policy cannot be propagated. Cannot access the template. Error code = 3.

please help me to solve that problem.
