Security Policy Cannot be Propagated

I am getting the event description ” Security Policy cannot be proagated. Cannot access the Template error code = 3

The group policy client-side extension security was passed flags (17) and returned a failure status of (3)

I have appiled all the Service Packs, Critical , Recommedned files.
Here is the Microsoft Articles I have tried
290647, 285923, 276516, 279742, 271213, 253268, 257338, 251250, 259398, and 258296.
ldp.exe also, scanned for any known virus with Norton, and Trend Micro.
The server just started this error on 3/13/2003 and has been running Great, I have restored the Directory from a backup..
Any Ideas ??? Thanks
