Security Tab in Folder/File Properties

I installed windows 2000 Pro on a non-networked (except internet)system. I wanted to deny access to certain folders, but there isn’t as “Security Tab” in the “Properties” of any of the folders or files. Only “General & Sharing” I loaded the MMC andthe Security Snap-in, set many of the “Security” settings. But I can’t seem to get specific access rights for the folders and/or files. What do I need to do?
