Security Tab missing for c drive only

I have one windows XP SP2 machine on our domain that will not allow me to view the security on the root of C. I can bring up the sharing and security on any sub folder, just not on the root directory. I already made sure Simple File Sharing was disabled. Not sure what else could cause this situation. Any suggestions would be greatly appreciated.
