Server Licenses

Here is my situation

I have a Windows 2000 Server and I have a tcp/ip network setup. I know that every user that is logged on to the server uses a license. But, if i have a shared drive on the server and users not logged into the server (but connected to the network) access the shared drive, does that use a license?
