Server service is not started

Hello sir ,
i am window NT User yesterday i am installed windows Nt on my system.When i open usermanager for user creation it will say the error is
“The server service is not started”.
Then i am go to service from control panel then i start the service of server then also i got a error
“Error 1130: Not enough server storage is available to process this command” i make my system into 3 partitions my op system having 2.76 gb.
What can do for this error.
please solve it.
