Server service not starting – NT4.0

Hello Everyone,
I have an NT 4.0 sp6a server(pdc) that the “server service” is not starting, or delayed greatly in starting up.
-I have removed and reinstalled the NETBios Interface thinking that was it. No go.
-Varitas, Backup Exec. software is not starting. I ran a virus scan and came up with nothing.
-Restarted it serveral times through all of this.
Gives Event ID: 7022
Any ideas?
