Server Sizer Tool?

I have a client that has placed a 4-way processor box running one instance of SQL 2000 Enterprise Server. There are 35 users accesing a 35GB database. The CPU utilization is running at 10%.

Does anyone know of a sizer tool that will help me to recommend the correct size of server for replacement, and for future locations of the the same size?
