Service Control Manager Windows 2000

I have an error in the event viewer from the service control manager that states “The VPCTCOM service failed to start due to the following error:Cannot create a file when that file already exists”. Can someone help me out? This is a windows 2000 machine with 512MB of RAM and a 1 Gig processor. It has a modem that I think is causing the problem. I loaded the 2000 drivers for it.
