Setting Security on 2000 pro

When I set up the security on a W2k2000pro server/terminal server Using the mmc and the security configuration snapin. It loads fine and the changes take effect but when I come back the next day I am back to my original settings. Can anyone give me a clue as to what is happening. Thanks.
