setting (some) default settings

One of the great mysteries (to me at least) in Win2k pro or NT 4.0 for that matter, is setting some of the default settings so that when any user logs on to the box some settings are always the same. For example, how do I specify a default set of icons for the quick start bar? how do I set the default network settings (proxy server etc), how do I set the default ILS server for Netmeeting?
I have an NT 4.0 domain (so no active directory) Is AD required for this? If I run MMC and load grpedit.msc I see some setting for Netmeeting for instance but not the ones I want, and I see nothing about the quickstart bar. Am I going about this in the wrong way?
