Setting up policies

I have another customer running Windows NT Terminal Server 4.0 w/ Citrix MetaFrame 1.8. They are on a stand alone server (the only server at their office) and I need to setup policies on their system. Now, I have gotten into POLEDIT and set the policies up that I want, but cannot get them to take effect. What am I missing? Where do I have to put the NTCONFIG.POL file? Please help.
