Setting up profiles in Windows ME

I was asked how to set up Windows ME so that you could have a particular log-in for different tasks. For example, I want to use the internet, but I don’t need all of my other programs to load. I just want the programs for the internet to load. (Suchas internet explorer, aol, etc.) Do I set up profiles? How do I do this?
