Setup hangs during installlation of Win2

I am performing a new installing on a machine which previously had windows 98 on it. All the files are copied from the CD to the hard drive and setup asks me to reboot. Once I reboot, I get the message “Setup is inspecting your computer’s hardware configuration”. It justs hangs there and does nothing. Any suggestions on how to unfreeze it?
