Setup unable to read from or write to dr

Hi their,
I’m upgrading from win 98 to win 2000 prof and the drive partition is FAT32. I’m having an error “Setup unable to read from or write to drive c:” Once it done with the upgrade report.
I will appreciate that if their is any solution for that. It aborts the installation once you click ok. Please help me out??
