Setup32.exe file

I upgrade from Win95 to Win98 and got Norton Anti-Virus which showed I had 12 viruses on my PC. I ended up deleting a setup32.exe file that Norton made me think wasn’t that important. Since then I have had numerous problem with errors and lock ups. Where can I find this file that was in my C:/Win95 directory? What does that file do? What can I do?
