Setx hangs up

The Ressource Kit tool SETX from Windows NT 4.0
hangs by running it.
This problem occurs by only one PC.
I have install the pc new, reset the user profile (new nt profile), copy setx.exe to the \winnt\system32.

But all setx commands hangs up:e.g. setx test test
