Share question

I was wondering if there was a way to allow users to access a share for about a half hour at a time. I have a 10 user license for a program (shared), and users keep the program minimized the entire day which don’t allow other users from using it. Every client is running win98SE connecting to an NT server. If not a way is there a program out there that would let me do that (via server or client level)?
