sharing browser DOM with SVG DOM

I’ve been told that while IE shares the browser
DOM with the SVG DOM, no one knows of any other
browser implementation that does likewise. Is there any (non-empirical) way to verify this? In
particular do any NN implementations give SVG scripts access to the browser DOM cookie property?
