Sharing Net access

I have NT 4.0 sp6a server with win98se clients and one win95 client. I have dial up net access and would like to share it with all the systems. What is the most reliable way to go about this? Hardware/Software ? As well, I would like the option of net access connection from one of the Win98se systems because the Server modem must be free for random in bound calls (via PCanywhere) for updates and patches from a current software supplier.
