Shortcut Arrows missing

I just finished a reload of XP Pro on a customers computer. For some reason, when I create a shortcut, the icon doesn’t have the normal shortcut arrow.

First, PLEASE, do not direct me to a “Tweak” utility. I am familiar with the fact that you can “Tweak” the arrow off the icons. That isn’t the case here. I’ve used 3 different utilities to enable the arrow and it just doesn’t show up.

Since the arrow is actually an “overlay” object, I thought maybe it had to do with the video driver or settings. Didn’t find anything there either.

In any case, it seems odd that I’m am getting this with a fresh load on a new hard drive.
