shortcuts in the startup folder

I have Windows NT 4.0 computers in a Novell and Windows NT 4.0 Domain. I have mutiple users at each workstation. They are required to log out after their shifts. Each workstations have a common name with no password for the NT logg on screen. The problem is that when doing a log off the shortcuts in the startup group folder does not always run. I have located the shortcuts in the All Users startup folder. To get them to run I have to reboot the PC. Is there any way around this where the shortcuts would run in the startup folders regardless if they did a soft reboot or just loging off and back on?
