Shortcuts problem!!

I am trying to simply create MS Office shortcuts on the desktop (Win95) but is unable to do so. A error message comes up telling me that I do not have enough disk space? I tried creating shortcuts with a numbers of different methods and none works.Why and how do I fix this problem????
