shudown problem?

I have a typical problem, i have two OS in my pc window2000professional & window2000server on one partition with dual booting, thre is no problem with with sever OS , but in 2000professional whenever i gave a command for shutdown the system resarts itself,this aiso happen if i have gave command of resart, What may be the cause?
