Shutdown and RTC time problem.

I use Windows98 SE on P-III 700 MHz/ 192 MB RAM. Recently I installed Logitech 510 Clicksmart WEBCAM after re-installing my Windows, as previous installation was not installing WEBCAM properly. After that my Windows does not shutdown properly. Shutdown message ” Now its safe …” does not appear and monitor (LG Studioworks )goes in stanby mode while HARD DISK reading RED LED and power GREEN LED glows continuously. Then I have to put power off by power button. In next boot disk scan does’nt comeit means shutdown was taken over. Then why reading and power LEDs glows ? What’s the wrong with system ?

Another problem is that my RTC is loosing time, although I have replaced the CMOS battery. I use American Megatrends BIOS with ID string 63-0312-008031-00101111-071595-i810. What may be the reason ?
