shutdown dll file?

With Windows2000 there is always a problem on my computer & my friends computer that also has windows 2000 pro edition with shutting down. The computer always will get to the “It is now safe to turn off your computer” screen, but from there it will manually need to be powered off. Anyone know if there might be a specific Win32 dll that I am missing along with many others that controls the auto-shutdown of our pc’s? I know that Windows 2000 pro/server are missing msconfig.exe, and I am hoping that the problem to shutting down is much like that, where I am just missing a simple file. Any help would be much appreciated. Thanks a lot
