shutdown Optiplex GX1 with Windows2000

I have a number of Dell Optiplex model GX1 on hand and since I have installed Windows2000 on them they do not shutdown automatically. It tells me that “It is safe to shutdown your computer”. The CFO is trying to cut costs so he wants it to power off completely. All of the other dell models that I have will power off. I have the newest BIOS and I cannot find any powermanagement tools. Any help would be wonderful. Thanks in advance.
