shutdown problem

shudown problem?
I have a typical problem, i have two OS in my pc window2000professional & window2000server on one partition with dual booting, thre is no problem with with sever OS , but in 2000professional whenever i gave a command for shutdown the system resarts itself,this aiso happen if i have gave command of resart,I earlier this same question on this site but not got any postive response. What may be the cause?
