Shutdown to Reboot

I’ve got a customer who’s Win 98 machine automatically reboots after a manual shutdown. I’ve checked the CMOS and created a selective startup using MSCONFIG. I’ve not seen this problem before so I’m hoping some of you may know an answer. Thanks.
