Shutdownwithoutlogon in w2k advance serv

Hi,

I want to be able to shutdown the server without having to logon
I have applied the following:
HEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon and change ShutdownWithoutLogon from 0 to 1.

without any luck,

anysuggestions ?.
