Shutting Down After Defrag

I have Windows98. After closing all programs and using the Scan Disk, then Defragmatise-I can’t re-boot the computer. I click on start, and close down but it will not close down. I have to use the on/off button. What am I doing wrong?? I have everything closed except Explorer and Systray. Thanks for your help!!!
