simple user setup

Is there any simple way to make a Win2000 work station look, feel, act, exactly the same for all users, no matter who logs into it. We are a small school and have a tech lab that, because of one served program, has to have Windows 2000. This creates a problem, because everytime a new student logs on to one of the win2k modules, we have to go through set up proceedures. Network printers have to be remapped, internet connection has to be established for that student, certain parts for certain programs need to be reinstalled. It’s a real pain. Basically, is there anyway to make win2k act more like win98 other than installing win98?
