Single click does a delayed double-click

When I single-click on a shortcut on the desktop or a file or folder in Explorer, the action performs a delayed double-click…highlights the name of the file or folder as if you were going to change the name of it. Have other computers with the same image and do not have the same issue. Only other piece to the puzzle that’s different from the others is the presence of the .NET framework. Any help would be appreciated. Win2K, SP2
