site design and engineering integration

note: I posted this in another section, but I
think this will be a more appropriate forum…

we are currently underway with a redesign of
our web site. our (graphic) design team has
been told they are unable to do the look and
feel / design for the new site because they, as
designers, do not know cold fusion, the
technology that will be driving the site. as a
result, our engineers will be doing both the
look and feel and programming.

is this accurate? do designers need toknow
more complex programming languages to do
design for the web?
