site server commerce edition

when ever i am making a customized site through site server commerce edition i am getting this error.

i had winnt server.
iis 4.0
site server
site server commerce edition
sql server 7.0

i had followed the step given in the microsoft sideregarding installation of site sever with sql server 7.0

but i had skipped mdac 2.5, adsi and post installation steps.
when ever i am creating a site by the name suppose surjit i am getting following error.

Microsoft OLE DB Provider for ODBC Drivers error ‘80040e37’

[Microsoft][ODBC SQL Server Driver][SQL Server]Invalid object name ‘surjit_dept’.

what can be the cause of this.
