Slave HD recognizes in Bios, not in win

I have a Quantum Fireball Master HD, and a WD 400BB Slave HD. I am master/slaving because i need to backup the data on the WD drive. So, I quadruple check that i have jumpered the drives right, and boot into windows 98. During Post, i can see that the PC recognizes the WD as a slave, but when it gets into windows, no dice. Nothing. I have had this same thing happen before, and just attributed it to dumb luck… (no jokes there!) Anywho. I am confused. I entered bios setup, and double checked the settings, and it all looks fine, but i just cant figure out for the life of me why i cant see the WD HD in windows… thanks for the help.

Dell V350
64 MB RAM ( yeah i know, i know)
