slow file access from win2000 machine

This is the scnario:

Environment:
Single server win2k acting as domain controller(AD)
IBM Netfininty x230 PIII 1ghz
1G ram
3x36g raid 5 Hard drives
12 Workstations
1 other 2k server (non DC) acting as a winfax gateway

Problem:
When the server was first set up (2months ago) everything worked fine. For the last 3 weeks accessing files remotely over the network is slow. In particular ACT db and a dos based DB. If you relocate the db files to a win98 workstation and try to access themthey open almost instantaneously. Also when starting up the server it takes a while to “start nework connections”

Already tried:
swapping out hub, cables, and nic
Isolated the server with 1 workstation (tested with 2 diff ws to eliminate the WSas the problem)
shut down DHCP

Reinstalled the OS to eliminate registry corruption. (wiped the disk first). One thing I noticed on the re-install is that “setting network connections” was a lot faster before I did a “DCPROMO” and installed the AD.

Any help is apprciated.
