Slow Internet Problem

I am running Windows 98se and explorer IE 5.0
My internet has slow down by aleast 50 %. I checked my temporary internet files, but seems to be a problem. Under Windows\tempory internet files. The folder contains the folder Content IE.5 and shows tohave 2.96MB, but either folder shows no files. Also my cookie folder shows only one file. It seems that no cookies or internet files will store on my computer. The security is set at medium, and the cookies are enabled.
when browsing, eveything slows down even trying to control my mouse. I am running on network system at DSL cable speed. Please Help!
