Slow Login to 2000 server

I’ve recently upgraded an NT4.0 network to 2000SBS. I didn’t run upgrade. New install on new hardware.
XP Pro ran fine on the 4.0. Now it is painfully slow during the login process. I’ve disabled the security policies on the SBS. I don’t know what is holding the process up. I’ve also turned off the offline sync. I’m talking 3 or 4 minutes once you type in your password before you get your icons up. It just sits at “Applying personal settings”. Everything runs fine once it is logged in. 98machines also work fine. Any help would be appreciated.
