Slow performance in Network

I have a windows 2000 network that the performance has degraded by almost 30%. This situation presented after installing a LAN/TAPI application on the DC. The software communicates by broadcasting. The software was removed but we still have the same problem. How can I stop from broadcasting so much traffic. My network is sluggish and sometimes processes time out.
