slow processor with XP

I just got a new computer with XP on it. We just had a cable modem installed. It has a 1.8Gz Intel processor, but it is running like a 386. My roommate ran a scan disk and a defrag on it, but it is still slower than my 450mz system running 98. What could the problem be?
