Slow program start in XP pro on network

When clicking on an icon or in explorer to start a program the computer appears to consult the network before opening the program causing a delay of 15-30 seconds before the program opens.
If I disable the network connection the programs will open instantly. Obtain DNS server address is set to automatic.
