Slow scroll bars

I’d like to know the registry key that affects how quickly lists scroll. As an example, when I have Explorer up, if I click and hold on the down arrow on the vertical scroll bar, there is a 1-2 second delay. Then when it starts scrolling it doesn’t rapidly scroll but instead scrolls slowly one line at a time. Horizontal scrolling exhibits the same behavior. Now within IE5, the problem does not exist. So it seems that Windows itself has the problem and it so happens that IE5 is not honoring the Windows setting.
